Launched in October 2019, the Direct Vision Standard (DVS) has been designed to improve road safety on the streets of London for pedestrians, cyclists and other vulnerable road users by minimising blind spots for HGVs.
The Minimum Star Rating is rising
From 2024, all vehicles over 12 tonnes travelling into Greater London wil now be required to achieve a minimum 3 star rating, an increase from the 1 star rating currently required.
WHAT DOES IT MEAN?
The Direct Vision Standard measures how how much an HGV driver can see directly through their cab windows. This indicates the level of risk to vulnerable road users, such as pedestrians and cyclists. By adding safety equipment you will achieve DVS star rating, eliminating the vehicles blind spots.
DO YOU REQUIRE A HGV SAFETY PERMIT?
- The new rules apply for HGV’s weighing more than 12 tonnes GVW only (not applicable to cars, taxis, vans, buses or coaches)
- The regulations are enforced throughout the greater london area (see map), 24 hours a day, 7 days a week

Since March 1st 2021, if you drive an HGV within Greater London without a valid permit you may recieve a penalty charge notice (PCN) of up to £550 (reduced to £275 if paid within 14 days). More information on tfl.gov.uk.
